Recap of
November 4, 2025 Election  
 
The November election is past and as probably all reading this article are aware, all 17 of the amendments to the Texas State Constitution passed statewide.  Locally, all 17 amendments were approved in Collin County.  In Dallas County, however, the following amendments were voted down:
  • Proposition 3 - Denying bail under limited circumstances to a person accused of certain violent or sexual offences; 122,586 voters or 52.26% voted against
  • Proposition 6 - Prohibiting occupational taxation on certain entities;  127,517 voters or 54.99% voted against
  • Proposition 12 - Allowing the State Commission on Judicial Conduct and the Texas Supreme Court to sanction judges for judicial misconduct; 117,406 voters or 50.51% voted against
  • Proposition 17 - Exempting a portion of assessed value of a person's property from ad valorem taxation for border security infrastructure on their property; 128,252 voters or 55.20% voted against
The three propositions to the Richardson Independent School District election also passed. The results were as follows:
  • Proposition A - $1.3386 billion for construction & instructional materials: passed with 20,730 votes or 63.88%
  • Proposition B - $54 million for Technology Devices: pass with 20,973 votes or 64.88%
  • Proposition C - $7.4 million for ADA & turf upgrades at 2 stadiums: passed with17,120 votes or 52.83%
Our increased use of social media has helped us make more detailed information available to enable voters to make more informed decisions..

 
 
Filing Deadlines for Candidates
in the May 3rd Primary Elections
 
The League is already gearing up for the Primary Elections, which will be March 3, 2026. December 8, 2025 will be the last day to file for a place on the March ballots. Continue to rely on LWVRichardson to keep you informed.

 
 
Voter Registration Restrictions
at USCIS Naturalization Ceremonies
 
The United States Citizenship and Immigration Services (USCIS) is the federal agency that oversees lawful immigration into the United States. They are a component of the Department of Homeland Security.
 
A USCIS Policy Alert dated August 29, 2025, prohibits the League of Women Voters (LWV) and other Non-Government Organizations (NGOs) from providing voter registration at USCIS administrative events. The policy "provides that only state and local election officials are permitted to provide voter registration services at the conclusion of an administrative naturalization ceremony."
 
In early October, Esmeralda Garcia, Voter Registration Outreach Coordinator for the Dallas County Elections Department, worked with the USCIS Field Office to provide voter registration after naturalization ceremonies. Esmeralda has asked LWVRichardson, LWVCollin, and LWVDallas to provide the person power to register the new citizens.  Acting on behalf of the Dallas County Elections Department (and not LWV), we have been registering new citizens who live in Dallas County and handing out mail-in voter registration cards to everyone else.
