Issues Registering People to Vote
    | A common theme is that the federal and state governments have adopted new policies restricting opportunities to provide voter registration.  LWVRichardson will continue to explore new avenues to provide voter registration opportunities.

One action each of us can take is to be “at the ready” every day by carrying mail-in voter registration applications which each applicant can mail. Carry them in your purse.  Have some in your car.  You never know when an opportunity will present itself to pass on a mail-in voter registration application.  Maybe to a friend.  Maybe someone you meet at the store.
  | At Naturalization Ceremonies | The United States Citizenship and Immigration Services (USCIS) is the federal agency that oversees lawful immigration to the United States. They are a component of the Department of Homeland Security.

The revised USCIS policy, Policy Alert dated August 29, 2025, prohibits the League of Women Voters (LWV) and other Non-Government Organizations (NGOs) from providing voter registration at USCIS administrative events. The policy "provides that only state and local election officials are permitted to provide voter registration services at the conclusion of an administrative naturalization ceremony." Cathy Murphree, LWVRichardson's Voter Registration Chair, continues to strategize with LWVCollin, LWVDallas, LWVTexas, and LWVUS to explore ways in which we can continue to register our newest citizens to vote.

In early October, Esmeralda Garcia, Voter Registration Outreach Coordinator for Dallas County Elections Department, worked with the USCIS Field Office to provide voter registration services after naturalization ceremonies. Esmeralda has asked LWVRichardson, LWVCollin, and LWVDallas to provide the person power to register the new citizens.  Acting on behalf of the Dallas County Elections Department (and not LWV), we have registered new citizens living in Dallas County at 3 events in October. We hope to expand our voter registration efforts to include Collin County, Denton County, and Tarrant County.

    | At Colleges and Universities | The University of Texas system, including UTDallas, recently instituted a new policy regarding the ability of individuals (like LWV) to register people on campus to vote.

In the past, people not affiliated with the University were able to set up and register voters at a designated free speech area on the UTDallas campus. With the new policy change, non-students must be invited onto campus by a student organization and be accompanied by someone from the student organization while on campus. Approval for the escorted campus visit must be approved in advance. This has significantly curtailed plans to be a regular presence on the UTD campus in the former "free speech" areas. We have been reaching out to UTD student groups to offer support, with one result being a table at the Synergy Wesley Foundation's National Coming Out Day on October 9. |

Fall Voter Registration Activities
    | This fall, it seems that many people are seeking to be more informed about this November's Constitutional Amendment election and bond election. We have many people tell us they are using Vote411.org and have valued the printed Voter Guides that LWVRichardson has placed in the Recreation Centers, Libraries, City Hall, and Senior Center. The interest is exciting.

In October,
    - LWVRichardson, in partnership with LWVCollin member Laura Churchill and Arapaho United Methodist Church (AUMC), provided voter information and registration opportunities at AUMC's annual Pumpkin Patch, and

    - the City's Harvest Fest and Pawtoberfest, as well as the Boho Market at Cityline, turned out to be an "information Fest." Because the deadline to register to vote (and be able to vote in the November 4, 2025 Election) had passed, LWVRichardson focused on handing out lots of nonpartisan Voters Guides for the November 4, 2025, Election. Many mail-in registration forms were handed out for folks to register in preparation for the 2026 elections.

LWVRichardson will be at Culture in the Core in downtown Richardson on November 8. Come see us.

City of Richardson
2025 Active Transportation Summary
    | Mike Deasy, Mobility Planner for the City of Richardson, conducted a "Counting People and Bicycles" survey. Cathy Lawrence, LWVRichardson's Active Transportation Chair, participated in the survey.

The goal of the survey was to capture a snapshot of active transportation around the City. The volunteers sat at various intersections and counted how many walkers, bikers, and others used Richardson trails. The program ran from May 1 - June 20, 2024. There were twenty-five observation locations with 2 observation windows:

    -
    one observation on Tuesday/Wednesday/Thursday, 7pm-9pm or 5pm-7pm

    -
    one observation on Saturday, 9am-11am

Children's Health Insurance Program (CHIP) /
Medicaid for Children
    | | CHIP and Children’s Medicaid have been well received by Texas families and these programs help to assure that our children have adequate preventative care in addition to coverage for more complex medical care.  It is much more cost effective to provide immunizations, check-ups, and early intervention in childhood illnesses than to wait for a problem to develop into an emergency.

LWVRichardson is a long-time supporter of these programs.  Members can help with an application help session:
November 15, 2025
9 a.m. to 12 noon
St. Barnabas Presbyterian Church
1220 West Belt Line Road
Richardson, TX 75080
(adjacent to Richardson High School) | | |
Families who do not have coverage through their employment such as seasonal workers, employees who work part-time, grandparents who are raising their grandchildren on a fixed income, those who are currently unemployed, and teenagers who are “on their own” are some of our neighbors who might have eligible children.  Please invite anyone you think may be interested in these insurance plans to be with us on NOV.  11, 2025.

We are available for on-site help sessions at the convenience of individual schools.
    - Application forms in English and Spanish are available. If you need paper forms, please contact Martha Dorris at 972-690-4908 or marthadorris1@outlook.com.
